People upload a full-resolution photo and force it to 20 KB in one step. With millions of pixels crammed into 20 KB, the result is always soft. The fix is to reduce the pixel dimensions first, so there's far less detail to compress.

Step 1 β€” resize the pixels

Open the Image Resizer and bring your photo down to a small size β€” around 150Γ—200 px for a small photo, or roughly 140Γ—60 px for a signature. At those dimensions, 20 KB is plenty of room, so the image barely loses quality.
